The distinguished former senator speaks out on the life-threatening situation created by the arms race, and the decay and trivialization of the American electoral system.
James William Fulbright was a United States Senator representing Arkansas from 1945 to 1975.
Fulbright was a a staunch multilateralist who supported the creation of the United Nations, and the longest serving chairman in the history of the Senate Foreign Relations Committee. He was also a segregationist who signed the Southern Manifesto. Fulbright opposed McCarthyism and the House Un-American Activities Committee and later became known for his opposition to American involvement in the Vietnam War. His efforts to establish an international exchange program eventually resulted in the creation of a fellowship program which bears his name, the Fulbright Program.

Index
`I found The Price of Empire a succinct and thought-provoking book with whose subject matter I am in very close accord. If we are to learn from history and not repeat our mistakes, we should read Senator Fulbright`s The Price of Empire.`
-Senator Claiborne Pell
`Of all persons who, for their foreign policy, I`ve wished might be president, Bill Fulbright stands first. This lucid, wide-ranging, informative, and thoroughly interesting book amply affirms my wish and tells how fortunate we would have been in other respects. It is a political document and memoir to be read and cherished.`
-John Kenneth Galbraith
`Of all my colleagues in the U.S. Senate, Bill Fulbright was the wisest. This book displays the wisdom, common sense, and courage that have characterized Senator Fulbright`s long public career. If our leaders today were to follow the insights of this book, America would be a far greater and happier land.`
-Senator George McGovern
`It has been fourteen years since J. William Fulbright left the Senate, but he is well remembered as a sometimes lonely, often controversial, but always thoughtful and courageous voice in the great post-World War II debates on our foreign relations and national priorities. In this book, Senator Fulbright-as forthright, iconoclastic, and idealistic as ever-eloquently examines the stresses and strains of our constitutional system and its adequacy for shaping a coherent foreign policy, and questions our high military spending, overextension abroad, and neglect of pressing social and economic needs at home.`
-Senator Charles H. Percy
`Bill Fulbright is an insightful and eminently readable commentator on America`s role in a changing and challenging world. This book is a wise and brilliant analysis of our recent history and a perceptive guidepost to the future.`
-Senator Edward M. Kennedy
J. William Fulbright has been the most thoughtful, knowledgeable, and humane interpreter of American foreign policy and politics for over fifty years. When he entered the Senate during World War II, America was at the height of its wealth and power. Today, Fulbright finds it almost broke: its influence declining with unprecedented rapidity, its economy in decay, its leadership in disarray.
Fulbright graphically depicts the costs of forty years of cold war-an uncontrolled, life-threatening arms race; the militarization and bankruptcy of the U.S. economy; and a disastrous policy of interventionism throughout the world. He speaks of how our very constitutional system now works against a sensible American foreign policy; how our electoral system has degenerated into a mindless, demean-ing form of TV entertainment; how executive power in foreign affairs is no longer subject to congressional control.
Fulbright`s perspective ranges from Vietnam to the Middle East to Nicaragua today. He assesses the Soviet Union and its intentions and bluntly points to what new U.S. and Russian policies are now necessary. Also recounted are the circumstances that led him to create the famed Fulbright scholarships and his hopes for how they might embody the kind of empathetic understanding so essential to the peaceful resolution of international conflicts. And he suggests how the United Nations, long disparaged and dismissed, actually offers a genuine hope for coping with the severe global problems confronting mankind today.
This book is the culmination of a lifelong at-tempt to create a more compassionate and sensitive America, to warn us of the arrogance of power and the follies of empire, and to remind Americans of what is truly valuable in our national experience.
J. William Fulbright was one of the most distinguished and influential senators of our time. He was a member of the U.S. Senate representing Arkansas from 1945 to 1974, during which time he chaired the Senate Foreign Relations Committee longer than any senator in American history. Since 1975 he has been counsel at the Washington law firm Hogan & Hartson, and is the author of many notable books, including The Arrogance of Power, The Crippled Giant, and Old Myths and New Realities.
Seth P. Tillman is research professor of diplomacy at Georgetown University. He was a long-term member of the professional staff of the Senate Foreign Relations Committee. Tillman is the author of The United States in the Middle East: Interests and Obstacles and Anglo-American Relations and the Paris Peace Conference of 1919.
