`It is not common to find a compendium of articles that, from a critical perspective, away from the mundane interests of soft power, analyze the plural reality of international cultural relations. Its value lies in the complementarity and diversity of the views included, where beyond the expected view from the Western Balkans, experiences from many other parts of the world are collected. I enthusiastically recommend reading it. (Lluis Bonet, University of Barcelona)
All scholars, policymakers, and cultural managers interested in understanding ongoing debates in cultural diplomacy and cultural relations from new perspectives should read this book. Its chapters examine the continuities between several challenges facing cultural diplomacy and cultural relations today as well as historical and recent developments in a wide number of contexts - ranging from Austria and Serbia to Canada, China, Cuba, and Bangladesh among others. Moreover, the book`s contributors establish links between cultural diplomacy and relations and broader topics such as artistic freedom, digital diplomacy, and calls for restitution. In doing so, the book provides a fresh examination of the interrelations between policy and practice in this field. (Mafalda Dâmaso, Erasmus University Rotterdam)
From the rich material collected in this book, it is evident that international cultural relations and the promotion of a country do not only take place in the sphere of international communication, but that a whole series of elements of cultural policy at the local or national level are important for achieving international visibility of a country and establishing dialogue, so the authors touch in their analyses of cultural festivals, exhibitions, living and working conditions of artists, freedom of artistic expression, or cultural industries, etc. The authors advocate for the construction of those instruments of dialogue and cooperation that lead to the true acceptance of the culture of others and critically reflect on the instrumentalization of culture for the purpose of propaganda of certain centers of power. (Aleksandra Uzelac, Institute for Development and International Relations IRMO, Zagreb)
Culture and the arts are today, as never before, a driving force in international relations. This book is a major contribution to understanding the dynamics by which culture is instrumentalised in an evolving global arena. Covering a wide range of issues - including the restitution of heritage appropriated in the colonial period and the international strategies of subnational states - this book is a must-read for those interested in internationalisation from an intercultural perspective. (Federico Escribal, Universidad Nacional de las Artes, Buenos Aires)`
