Estimates of dirty money range from 300 to 500 thousand million US dollars available each year for money laundering. It is obvious that these huge quantities of money, often linked with organised crime, threaten the stability of financial institutions and, ultimately, democracy and the rule of law. The international community has gradually reacted to this threat by taking several measures to counteract money laundering ever since the Committee of Ministers of the Council of Europe adopted a recommendation on the subject in 1980. This book describes how these measures have been adopted and implemented by various international fora such as the Council of Europe, the United Nations, The European Union and the Financial Action Task Force.
