McKean , Harvard University Press - Cambridge 1961 , A major departure from the pattern of previous books on the economics of defense, this book is more concerned with how to look at today`s defense problems and how to go about solving them than with substantive solutions to particular difficulties. The authors adopt the view that all military problems are economic problems insofar as they involve the efficient allocation and use of resources.

Unlike earlier studies which have emphasized the problems of mobilization, the stress here is on the implications of the continuing revolution in defense technology and, as a consequence, on such preattack problems of choice as that of shaping strategic forces- in-being. The alternatives considered range from broad strategies and weapons systems to ways of handling spare parts. In their discussion, the authors point out that some measures are not merely efficient but also urgent. Finally, they show in general how economic analysis-from just straight think- ing about alternative courses of action to systematic quantitative comparisons-can contribute to the selection of policies and actions.

The reader with an elementary knowledge of calculus will find the appended section, The Simple Mathematics of Maximization, an extremely useful aid to understanding the theory of the efficient use of defense resources.
