`In the West, the generally accepted thesis is that Yugoslavia collapsed from within. The alternative view is the converse. Events in Yugoslavia can only be understood within the international perspective: had it not been for the ignorance, arrogance and intrusion of the outside world, the conflicts in Yugoslavia could have been averted and, in some form, a state of Yugoslavia preserved.

But those who made foreign policy at the time can plead extenuating circumstances. In 1989, after the destruction of the Berlin Wall and the dissolution of the power structures all over Eastern Europe, the fall of Yugoslavia seemed only part of the picture. The death of Yugoslavia was proclaimed first by the EC, and later by the USA.

By 1991, the Yugoslav federal government was struggling for its existence. What made the struggle hopeless was the decision of the EC to prevent the Yugoslav federation from having recourse to its own armed forces in order to preserve the state of Yugoslavia. Under the contemporary belief in the wickedness of the use of armed force, this seemed synonymous with favouring peace. In reality, as this policy was applied in Yugoslavia, it turned out to be the reverse. Had it not been for misguided foreign intrusion, the Yugoslav catastrophe need never have taken place.`
